That is actually not a failure. That is a deluge system and is designed to completely overwhelm the fire. It uses a high expansion foam (probably AFFF-Aqueous Film Forming Foam) to seperate the fuel (since it's in a airplane hanger, probably high-octane turbine fuel) from the oxygen. It appears they were doing a test. they will will a hanger with foam in a matter of a couple of minutes.

We use AFFF at our dept., but a low-expansion version.

I should hope I would know something about this, I've been a firefighter for a while and there is an airport and a private airstrip in our area...
